The group of soldiers have been given a drug test and are basically a bunch of kids from Texas who have been given a drug test. They have been given a drug test themselves. This means there are still a lot of soldiers who have been given the test so I think they will be more inclined to take it. The point is that they may not have all of the drugs they need to pass the test, but they still need to take the test.
It is not enough to have the results of the drug test and have the soldiers know that. They still require to carry out the drug test themselves.
